Representative Saddler moved and asked unanimous consent that the

     "An Act making appropriations for the operating and loan                                                                   
     program expenses of state government and for certain programs;                                                             
     capitalizing funds; repealing appropriations; amending                                                                     
     appropriations; making reappropriations; and making

Representative Eastman objected and moved that the House waive                                                                  
Uniform Rule 41(c).                                                                                                             
                                                                                                                                
Representative Edgmon, citing Section 156.9 of Mason's Manual, rose                                                             
to a point of order stating that the motion was not in order.                                                                   
                                                                                                                                
The Speaker ruled the motion out of order.                                                                                      
                                                                                                                                
Representative Eastman appealed the ruling of the Chair.                                                                        
                                                                                                                                
The question being:  "Shall the ruling of the Chair be sustained?" The
